UNITS
1. Government Communication Unit
Objectives
To provide to the Ministry expertise and service in information, communication and dialogue with public and media.
The activities of the Unit are:-
- Produce and disseminate documents such as brochures, articles, news letters etc to inform the Public on Policies, Programmes, activities and Reforms undertaken by the Ministry.
- Coordinate press briefings for the Ministry
- Engage in dialogue with the Public as well as media on issues concerning the Ministry
- Promote ministerial activities programs and policies
- Coordinate preparation of Sectoral and ministerial papers for workshops and conferences
- Coordinate preparation and production of ministerial articles and news papers
- Up-date sectoral and ministerial information in the website
- Advise Divisions, Units, extra Ministerial and non commercial Public Institutions on the production of various documents
2.Internal Audit
This Unit is led by a Chief Internal Auditor
Objective
To ensure that the Management adhered to the relevant legislations by providing advisory services .
Function.
To appraise the soundness and application of accounting, financial and operational control.
The activities of the Unit are:-
- Review and report on proper control over the receipt, custody and utilization of all financial resources of the Ministry.
- Review and report on conformity with financial and operational procedures laid down in any legislation.
- Review and report on the correct classification and allocation of revenue and expenditure accounts.
- Review and report on the reliability and integrity of financial and operating data.
- Review and report on the systems in place used to safeguard assets, and as appropriate, the verification of the existence of such assets.
- Review and report on the operations or programs to ascertain whether results are consistent with established objectives and goals.
- Review and report on the adequacy of action by management in response to internal and external audit reports.
- Review and report on the adequacy of controls built into computerized systems in the Ministry.
- Prepare quarterly and annual audit reports.
3. ICT
Objective:
To ensure appropriate ICT systems that enable optimal performance enhancing quality and efficient service delivery
Functions:
- To oversee the implementation of ICT activities
- To develop a coordinated and integrated management information system
- To coordinate data warehouse and data storage
- To develop efficient ICT infrastructure and network security
- To coordinate the purchase of ICT hardware and software
- To develop and implement ICT strategy
- To research on software for system support and applications,

4.Procurement Management
This Unit is led by a Principal Supplies Officer
Objective
To provide expertise and services in procurement, storage and supply of goods and services for the Ministry.
The activities of the Section are:
- Advise the Management on matters pertaining to the procurement of goods and services and logistics management;
- Ensure that the MDA adhere to procurement process and procedures as per Public Procurement Act
- Develop an annual procurement Plan for the Ministry
- Procure, maintain and manage supplies, materials and services to support the logistical requirements of the Ministry
- Ensure proper handling and storage, adequate and timely distribution of office supplies and materials
- Maintain and updates inventory of goods, supplies and materials
- Will be a Secretariat to the Tender Board as per Public Procurement Act
- Support Ministry’s Divisions and Units to obtain the best value of money in terms of price, quality and delivery, having regard to set specifications
- Perform functions of Procurement Management Unit as stipulated in Para 35 of Public Procurement Act No. 21 of 2004
- Prepare action Plan, progress reports and budgets for the Unit
5.District Land and Housing Tribunal
The Unit is led by Registrar assisted by Assistant Registrars.
Objective
To ensure effective and efficient resolution of Land and Housing Disputes.
The activities of the Unit are:
- To oversee and support operations of District Land and Housing Tribunals.
- Manage record of cases registered in District Land and Housing Tribunals.
- To facilitate establishment of new District Land and Housing Tribunals in the country.
- Prepare action plans, progress reports and budget for the unit.
6.Registrar of Title
The Unit is led by Registrar of Titles assisted by Assistant Registrar of Tittles.
Objective
Ensure efficiency in registration of land title and other legal documents.
The activities of the Unit are:-
Register titles, dispositions and encumbrances in accordance with existing legislations.
- Register legal documents.
- Register chattels mortgages
- Issue search report and filled documents upon request.
- Support establishment and management of District Land Registries and Village Registries.
- Oversee registration of documents and land related transactions through established Zones.
- Review registration Laws and recommend appropriate actions.
- Prepare action Plan, progress reports and budgets for the Unit
7.Property Valuation
The Unit is under Chief Valuer
Objective
To ensure efficient property valuation services.
The activities of the Unit are:-
- To oversee statutory valuation
- To establish property valuation database
- To prepare and approve property valuation
- Prepare action Plan, progress reports and budgets for the Unit
8. Finance and Accounts
This Unit is led by a Chief Accountant
Objective
To provide quality financial management and bookkeeping services for the Ministry.
The activities of the Unit are:-
Salaries:
- Timely preparation and payment of salaries
- Proper payroll management
- Budget for personnel emoluments
Cash Office:
- Submission of voucher list to the Treasury
- Collection of all cheques from Treasury
- Banking cash and cheques
- Preparation of monthly flash report
- Payment of cash/cheques to employees/customers (service Provider)
- Batching of paid vouchers
- Maintenance of cash book
- Preparation and effecting all payments
Revenue:
- Collect all revenues
- Manage the revenue according to regulations and guidelines
- Collect land rent
- Maintain land rent registry
- Supervise collection centers countrywide
- Issue land rent demand notice to defaulters
- Undertake recovery measures for land rent defaulters
Pension:
- Timely preparation of pension papers; and
- Maintenance of pension records.
Budget:
- Preparation of budget
- Monitoring of expenditure.
Pre – Audit/Examination
- Responsible for proper documentation to support vouchers, including authorization according to regulations;
- Responsible for availability of funds and regulation adherence; and
- Reply all Audit queries raised during the previous financial year.
9.Legal Services unit
Activities of the Unit
Providing legal advice and legal services to the Ministry especially:
- Provide advice to the Ministry in legal matters relating to the implementation of its obligation:
- Providing legal advice to the Ministry and its Institutions in relation to the interpretation of the law governing it.
- Provide expertise to the Ministry in the preparation of legal and regulatory matters.
- Preparing and review various legal documents to the use of the Ministry and its Institutions.
- Collaborate with the Attorney General's Office to manage and conduct consultations relating to the Ministry.
