DEPARTMENTS
1. Land Administration
The Land Administration Division was introduced so as to offer services on land development related issues. The division comprised of three Sections and seven Zonal Land Administration Offices. The head of this division is the Commissioner for Land who is assisted by Assistant Commissioners for each section and zone office.
The general duties of this department include:
- Land allocation
- Preparing documents related to Rights of Occupancy
- Land dispute settlements
- Overseeing all issues related to land administration and
- To advice the Ministry on such issues
2. Rural and Town Planning
Planning is a process of influencing, controlling or directing changes
(or non change) in the use of Land and the allocation of land over time
and space. Allocation in this case refers determining the site and size
of Land for particular use; it has nothing to do with granting rights of
ownership or occupation.
3. Surveys and Mapping
Objectives
To provide expertise and services in the provision of survey charts, plans and maps.
Functions
- To conduct and oversee the carrying out of topographic, geodetic, hydrographic and cadastral surveys
- To transform the survey data into charts, plans and maps
- To update charts, plans and maps
- To Survey and inspect national and international boundaries
- To develop capacity on hydrographic surveying and charting.
The Division will be led by a Director and will comprise five sections as follows:-
- Topographic and Geodetic Surveys Section
- Hydrographic Surveys Section
- Urban Cadastral Surveys Section
- Rural Cadastral Surveys Section
- Mapping Services Section
4. Housing
Objective
To ensure development of decent, adequate and affordable housing in the country.
Functions
- To oversee implementation Housing Policies, legislations and guidelines for housing development
- To develop strategies to stimulate private sector involvement in the provision of housing services
- To provide support to housing development organizations with innovative approaches to low cost housing
- Oversee operations of the National Housing Corporation and the National Housing and Building Research Agency
This Division is led by a Director assisted by two assistant directors who are responsible for two sections of the division as follows:-:
- Housing Development Section
- Housing Finance Section
5. Policy and Planning
Objectives
To provide expertise and quality services in policy formulation, implementation, monitoring and evaluation
Functions
- To coordinate ministerial budget
- To ensure internal as well as external monitoring and evaluation of the Ministry’s activities and targets
- To provide a basis for making informed decisions on the future direction of the Ministry
- To encourage and facilitate the provision of services by the Private Sector in the Ministry
- To prepare Ministerial contributions to the Budget Speech and Annual Economic Report
- To institutionalize strategic planning and Budget skills in the Ministry
- This Division is led by a Director and comprises three Sections as follows:
- Policy Section
- Planning Section
- Monitoring and Evaluation section
6. Administration and HR Management
Objectives
To provide expertise and services on human resources management and administrative matters to the Ministry.
Functions
- To provide strategic inputs to management on Administration and Human resources Management issues
- To provide link between the Ministry and the President’s Office Public Service Management on operationalisation of thePublic Service Management and Employment Policy of 1998 and Public Service Act No. 8 of 2002
The Division is led by the Director and comprise two Sections as follows;
